We know that people’s paths may cross; the same can be said of articles in Panel World. You’ve probably noticed that the cover article for this issue is on the Winston Plywood & Veneer operation in Louisville, Mississippi. It is somewhat of a sequel article, in that Panel World first visited the plant shortly after it started up; having heard it had gotten the kinks out, so to speak, Panel World recently visited it again, and it appeared to be hitting on all cylinders as plywood prices continued to skyrocket. Nice timing. It has taken a lot of focus and innovation on the part of the operators to bring it up to where it needs to be.

Winston Plywood Embraces Improvement

LOUISVILLE, Mississippi – Efficiency and production are both on the increase here at the South’s newest plywood plant that started up in 2016 as the facility grows into its potential. The irony, says Winston Plywood & Veneer (WPV) President and CEO Bruce Warren, is that the plant had been having some of its best months since startup going into March 2020 – then the COVID-19 pandemic hit and threw operations and markets across the forest products industry into disarray.

“When COVID hit we had just started to see some record weeks, the best we’ve had since starting up,” Warren says, noting that March was the plant’s best month yet – until now.

In late July, Warren said the plant was back to about 80% of its pre-COVID output. Now, after a major market turnaround and record prices that have boosted all segments of the industry, WPV is making progress in all areas of the mill.

Single-Family Housing Starts Rise Again 

U.S. housing starts reached a seasonally adjusted rate of 1.415 million in September, a 1.9% increase above August and an 11.1% increase over September 2019. Single-family starts carried the day at 1.108 million in September, a whopping 8.5% above August and 22.3% over September 2019.

Single-family starts have increased for five consecutive months, since hitting a low ebb of 679,000 during the onslaught of the pandemic in April.

Multi-family starts, however, continued a downward swing in September, at 295,000, 14.7% decline from August.

Building permits in September were 1.553 million, a 5.2% jump over August and 8.1% increase compared to September 2019.

Every now and then a situation surfaces that is troubling to us. Elsewhere in this magazine you’ll read a news item about the controversy over structural plywood manufactured in Brazil that has been exported to the United States, accounting for a decent share of consumption in the U.S.

Some of this matter may have already been resolved as you read this, but at the moment you have 10 U.S. producers of plywood, calling themselves the U.S. Structural Plywood Integrity Coalition and closely aligned with APA—The Engineered Wood Assn., taking to court Timber Products Inspection and PFSTECO, two agency bodies that reportedly license the structural grade stamps to the plywood plants in Brazil, allowing the product to enter the U.S.

In referring to the product, the U.S. coalition uses terms like “substandard” and “dangerous” while accusing the two agencies of “looking the other way” as they profited from the process.

These are harsh accusations indeed, and they incited strong reactions from leadership at both of the agencies. TPI says it is “vehemently defending” its practices and reputation in court and PFS-TECO says it is “vigorously defending” its procedures and reputation.

The coalition says it knows the Brazil plywood doesn’t measure up to the certifications allowed it because APA tested it and it had 100% failure rate. The coalition says it even tested some of it at a university and, yep, heavy failure rate.

This is about the point where the technical nature of this issue goes beyond our job description, and it would be unwise for us to take a stand on either side.

What we do know is that we indeed do know all of the participants on both sides, have done business with all of them, and have good relationships with all of them—they’ve all exhibited at our PELICE conference in Atlanta for example. We’ve visited and written numerous articles on many of the plywood companies that are part of the coalition— Freres, Coastal, Hunt, Swanson, Murphy, to name some of them. So it troubles us to see this nasty quarrel.

We’re hoping there’s a misunderstanding in the mix. How can one side say “100%” of the product failed a test and the other side say the product is perfectly fine? That’s about as far apart as the goal lines on each end of a football field.

As this is written, the housing market has had significant rebound following the virus blitz, and panel pricing and demand has shown remarkable improvement. That doesn’t specifically affect the debate over Brazil plywood, but maybe it will enable the participants to lighten up a little bit. The pressure from the virus on our businesses and on our personal lives is heavy enough.

Veneer Research Part Of Latest FS Grant Program

The U.S. Department of Agriculture’s Forest Service is supporting the development and expansion of forest markets by recently awarding eight grants totaling nearly $1.45 million through the agency’s Wood Education and Resource Center. Grants were awarded to programs in Missouri, Georgia, Minnesota, North Carolina, Pennsylvania, Wisconsin and the District of Columbia.

Located in Princeton, West Virginia, and administered by the Forest Service, the Wood Education and Resource Center partners with the forest products industry on sustainable forest products in the 35 states of the eastern hardwood forest region.

The Wood Education and Resource Center’s 2020 Wood Forest Markets Projects includes a project with the University of Minnesota to conduct a comprehensive assessment of several eastern softwood species peeler logs and determine the technical and economic fitness of these species for laminated veneer lumber.

AWC Names Jackson Morrill President/CEO

AWC Names Jackson Morrill President/CEO

Jackson Morrill, president of the Composite Panel Assn. since 2015, is resigning from that position and will become president and CEO of American Wood Council effective in mid-September.

AWC contributes to the development of public policies, codes and regulations which allow for the responsible manufacture and use of wood products. It has been out front in recent years in its support of mass timber construction.

Prior to his work at CPA, Morrill was director at American Chemistry Council and he practiced environmental law with a DC-based firm. Morrill graduated from Tulane University School of Law and gained a bachelor of arts from the University of Virginia.

AWC was re-chartered in 2010 and has links to the old National Forest Products Assn. The AWC web sites lists approximately 50 member companies, most of them primary manufacturers of lumber and panel products.
