Cross-Laminated Timber As A Forest Management Strategy

The state legislature earlier this year called on the Washington State Building Code Council (WSBCC) to adopt rules for cross-laminated timber (CLT) use when building residential and commercial buildings. The move represents ongoing efforts to bring CLT into mainstream use for residential and commercial construction, which would create commercial value for the small-diameter trees that are contributing to poor forestland health in Washington state.

For state and federal officials, as well as private stakeholders, that change could hasten restoration work by making tree thinning a profitable endeavor rather than a costly project requiring government funding.

The potential CLT offers was articulated by U.S. Forest Service (USFS) Chief Vicki Christiansen at the 2018 Pacific NorthWest Economic Region Summit in Spokane on July 24. “We can use new opportunities for forest product delivery to help us to improve forest conditions, while also creating jobs and sustaining rural communities. We can implement these new practices by working together and being a good neighbor.”

Forest Service Region 6 covers Washington and Oregon and includes 28 percent of all forestland across Washington. In recent years the federal agency has struggled to conduct forest health work due to “fire borrowing” in which those portions of its budget are used to pay for the high cost of firefighting. During last year’s wildfire season USFS spent $2 billion on wildfire fighting, more than half its budget. There were 50 large fires on USFS land and over 411,000 acres burned, costing the agency $130 million. Over 90 percent of those fires were human-caused. In April, federal legislation sought to end the practice of fire-borrowing by allocating additional long-term funding to USFS to the tune of $2 billion starting in 2020.

A 2014 analysis by The Nature Conservancy and USFS concluded that half a million acres of forestland managed by the federal agency in Eastern Washington were in need of thinning and prescribed burns. Along with the new funding, Christiansen said that they can also “align our best practice policies and guidance with the changing markets that are certainly emerging in the Pacific Northwest.”

USDA Forest Service Awards Wood Innovation Grants In 20 States

USDA Forest Service Interim Chief Vicki Christiansen recently announced the award of almost $8 million to expand and accelerate wood products and wood energy markets. The Wood Innovation Grants will stimulate the removal of hazardous fuels from national forests and other forest lands to reduce the risk of catastrophic wildfires, promote forest health, and reduce the cost of forest management. The investment of federal funds will leverage over $13 million in matching funds from 33 business, university, nonprofit, and tribal partners in 20 states for a total investment of over $21 million.

“These Wood Innovation grants advance state-of-the-art solutions to reducing wildfire risk and making our forests healthier and more resilient,” said Forest Service Interim Chief Christiansen. “The public-private partnerships leveraged with these grants also foster increased economic development in rural communities.”

Previous grants supported successful blast testing of cross-laminated timber (CLT) that directly resulted in the Department of Defense using CLT on its on-base hotels; and the funding of a feasibility analysis for a new CLT manufacturing facility to increase the amount of U.S.-made CLT.

This year the Forest Service received 119 proposals, demonstrating the expanding interest in using wood in both traditional and unconventional ways, such as an innovative building material and as a renewable energy source. Since 2005 more than 260 grants have been awarded to improve forest health, create jobs, invest in renewable energy, and support healthy communities.

Of the 34 projects funded in 2018, 28 focus upon expanding markets for wood products, and six seek to increase markets for wood energy. Some examples include utilizing small-diameter woody material in cross laminated timber (CLT) panels, addressing affordable housing in the northeast building market with mass timber, converting woody debris to renewable natural gas for transportation fuel, and using juniper biomass and biochar to filter heavy metals and manage storm water.

Washington OK’s Mass Timber Construction For State Building Codes

Washington State legislators changed building codes in new legislation, a move expected to increase in the use of mass timber products in commercial and residential construction.

The Washington Forest Protection Association says the move will boost business for rural communities and forest landowners and will lead to an increase in the use of mass timber products in commercial and residential construction.

Mass timber products like cross-laminated timber (CLT) have been on the upswing in Washington in recent years, with Vaagen Brothers Lumber of Colville. Wash., and Katerra, a California company both announcing CLT factories in Eastern Washington. The material is increasingly being used in buildings around the state, according to the Washington Forest Products Association.

For Katerra, founded in 2015, CLT is an element in a broader strategy for resetting the building and construction industry. The company announced $865 million Series D funding round led by the SoftBank Vision Fund to fund its new plant in Washington, and it has already accumulated more than $1.3 billion in bookings for new construction, spanning the multi-family, student and senior housing, and hospitality sectors. It already has a fully operational manufacturing facility in Phoenix.

“The $12 trillion construction industry is extremely fragmented with tens of thousands of companies using minimal levels of technology. While labor-productivity growth has skyrocketed in the overall global economy, the construction industry has averaged only 1% annual productivity growth over the past two decades,” said Jeffrey Housenbold, managing partner for SoftBank Investment Advisers. New investors in Katerra’s latest the round include the Canada Pension Plan Investment Board (CPPIB), a private investment fund managed by Soros Fund Management LLC, Tavistock Group, Navitas Capital, DivcoWest, and others.

Permit Approved For Nation’s First All-Wood High-Rise In Oregon

Officials in Oregon have approved construction permits for the first all-wood high-rise building in the nation. Construction on the 12-story building, called Framework, will break ground this fall in Portland’s trendy and rapidly growing Pearl District and is expected to be completed by the following winter.

The decision by state and local authorities to allow construction comes after months of painstaking testing of the emerging technologies that will be used to build it, including a product called cross-laminated timber, or CLT.

To make CLT, lumber manufacturers align 2-by-4 boards in perpendicular layers and then glue them together like a giant sandwich before sliding the resulting panels into a massive press for drying. The resulting panels are stronger than traditional wood because of the cross-hatched layers; CLT can withstand horizontal and vertical pressures similar to those from a significant earthquake with minimal damage. They also are lighter and easier to work with than regular timber, resulting in lower cost and less waste.

For this project, scientists at Portland State University and Oregon State University subjected large panels of CLT to hundreds of thousands of pounds of pressure and experimented with different methods for joining them together. The project materials also underwent extensive fire safety testing and met fire codes.

State officials hope the building will stir greater interest in high-rise construction using mass timber and help revitalize the state’s lagging logging industry. Logging, once a major source of revenue in Oregon, has dropped sharply in the past few decades because of greater environmental protections for salmon and the spotted owl. The loss of the industry has devastated some of the state’s rural communities.

USDA Awards Funds To Grow Wood Energy And Wood Products Markets

The U.S. Department of Agriculture’s Forest Service Chief Tom Tidwell today announced over $8.5 million to expand and accelerate technologies and strategies that promote the use of wood in commercial construction, heat and power generation, and other wood product innovations that also benefit forest health. Federal funds will leverage more than $18 million in investments from 42 business, university, nonprofit and Tribal partners in 19 states, for a total investment of $27 million.

“We are looking for opportunities to reduce forest restoration costs and create more jobs through strong forest products markets,” said Chief Tidwell. “This funding supports improving forest health on the National Forest System lands and other forested lands and promotes the economic and environmental well being of rural communities.”

The awarded funds will stimulate the use of hazardous fuels from National Forest System lands and other forested lands to promote forest health while simultaneously generating rural jobs. This year, 77 proposals were received for the Forest Service’s Wood Innovations grant program, highlighting the expanding interest and use of wood as a renewable energy source and as an innovative building material.

Healthy markets for forest products help the nation’s forests mitigate some of the impacts of climate change. Research has demonstrated that wood products from responsibly managed forests outperform other building materials in measures of greenhouse gas intensity, air and water pollution and other environmental impacts. Responsibly-sourced forest products also provide income for private landowners that keep their land forested and supports needed investments in forest management to provide clean water, wildlife habitat, and other resources millions of Americans depend upon.

Today’s announcement supports USDA’s Building Blocks for Climate Smart Agriculture and Forestry-a comprehensive effort to provide America’s farmers, ranchers and forest landowners with the tools and resources they need to combat climate change. Through this work, USDA expects to reduce net emissions and enhance carbon sequestration in soils and forests by over 120 million metric tons of CO2 equivalent per year by 2025-the equivalent of taking 25 million cars off the road or offsetting the emissions produced by powering nearly 11 million homes each year.
