The Environmental Protection Agency rolled out a formaldehyde emission standard, working with the California Air Resources Board (CARB) in setting the rules that are mandated by Congress.
The EPA moved to reduce exposure to formaldehyde vapors from laminate panel and engineered wood products produced domestically or imported into the United States. The agency worked with the California Air Resources Board to make its final national rule consistent with California requirements for composite wood products.
One year after the rule is published, composite wood products that are sold, supplied, offered for sale, manufactured, or imported in the United States will need to be labeled as TSCA Title VI compliant. These products include: hardwood plywood, medium-density fiberboard, particleboard as well as household and other finished goods containing these products.
The action was triggered in large part by discovering that Lumber Liquidators’ flooring supply from China has been labeled CARB compliant though it was not. Lumber Liquidators has since settled with CARB and the Consumer Products Safety Commission over its liability for the matter. The new rule requires other sellers of laminate panel to meet the CARB standards for formaldehyde exposure.
EPA says the new rule will level the playing field for domestic laminate flooring manufacturers who have a high rate of compliance with the California standard and will ensure that imported products not subject to California’s requirements will meet the new standard and thus, not contain dangerous formaldehyde vapors.”

Two successful sales confirm that Siempelkamp’s expertise enjoys best reputation in Down Under as well: Borg Manufacturing Pty. Ltd., a leading Australian producer of melamine-laminated boards, has ordered a new particleboard plant for its Oberon location. Moreover, Borg has ordered a retrofitting concept from Siempelkamp to use their latest technologies effectively in their existing plant.
The new particleboard plant will be set up in Oberon in the Australian state of New South Wales, where Borg Manufacturing operates a facility for wood-panel surfacing. Impressive investments will enhance its market value significantly. Having so far purchased all their particleboard the company now strives for more autonomy by running their own production facility.
In this Borg relies on Siempelkamp’s support: The Krefeld-based machinery and plant manufacturer received the order for a particleboard plant including a Generation 8-ContiRoll (pressing format 8’ x 40.4 m, designed for an output of 1,500 m³/day). In this plant, two important technological core competences will be realized: for one the almost isobaric pressure distribution in the press and secondly the latest forming technology, presently representing the latest benchmark with respect to raw material consumption.
This is achieved, amongst others, by an optimized material feed into the dosing bins and by two field proven EcoFormers, which are wind formers for producing the surface layers. The mat former system is completed with two CageFormers for producing the core layers; the formers are equipped with modules designed to adjust the weight-per-unit area of the mat. The interplay of these components enables a high forming precision and – along with the almost isobaric pressure distribution in the ContiRoll – ensures an especially material- and cost-efficient particleboard production. These important features have contributed to convince our customer.

Capacity for the North American composite panel industry is expected to increase 4.21 percent in 2016, Composite Panel Association Chairman Steve Stoler told a record crowd at the CPA’s spring meeting in Tucson, Arizona. Increased usage of engineered wood panels in cabinetry, furniture, flooring and other products is helping spur the growth.
The upward trend follows a three-year capacity decline, reported Stoler, general sales manager of Boise Cascade. Capacity is defined as the amount of panels produced, based on maximum press utilization.
“I’ve been encouraged by signs of growth an new investment in our industry after a long period of inactivity,” Stoler said, citing recent announcements of plant upgrades and new lines. The addition of three mills in Mexico also is projected to increase North American MDF capacity by 10 percent.
The CPA also projects shipments of particleboard and MDF to grow 3 percent in 2016. Last year’s shipments of U.S. and Canadian panels hit 5.561 BSF, which was up 3 percent from 2014 figures.
More than 300 people from more than 100 companies attended the April 17-20 CPA event.

Boise Cascade Company, one of the largest producers of plywood and engineered wood products in North America and a leading U.S. wholesale distributor of building products, is expanding its existing operations in Chester County. The company is investing $23.5 million in the facility, creating 52 new jobs in Chester, S.C.
In 2013, Boise Cascade acquired Chester Wood Products, effectively establishing the company’s first Palmetto State operations. Operating today as Chester Plywood, Boise Cascade has decided to expand its Chester County operations in an effort to better serve its growing customer base. With respect to its investment in the facility, which is located at 1445 Lancaster Highway in Chester, Boise Cascade has already begun installing new equipment and expanding the warehouse.
With a heritage dating back to 1957, and headquartered in Boise, Idaho, Boise Cascade manufactures engineered wood products, plywood, lumber and particleboard. As a national distributor, the company operates more than 30 distribution centers across the U.S.
Hiring for the new positions began in the third quarter of 2015, and will continue through the first quarter of 2016.
The Coordinating Council for Economic Development has approved a $100,000 Rural Infrastructure Fund grant to Chester County to assist with the costs of real property improvements.

Arauco has acquired 50 percent of Tafisa’s assets, including 10 composite panel mills in Europe and South Africa, for $150 million.
Announced Nov. 30, the acquisition does not include Tafisa’s North American operations and its laminates and components businesses, which will continue to be fully owned by parent firm Sonae Indústria.
When completed, the new company will be called Sonae-Arauco. According to information from Arauco, estimated annual sales for the new business are $900 million. Located in Spain, Portugal, Germany and South Africa, the 10 mills produce 4.2 million cubic meters of composite panel products and employ 3,000 people.
Sonae-Arauco’s production capacity will be about 460,000 m3 of OSB, 1.45 million m3 of MDF, 2.27 million m3 of particleboard and 100,000 m3 of sawn timber.
With the acquisition, Arauco says it is now the second largest producer in the wood panel global ranking, with an annual production of 9 million m3.
