The American Wood Council says the International Code Council (ICC) Board of Directors approval of the formation of a Tall Wood Building Ad Hoc Committee.
The committee will be made up of stakeholders, code officials and other interested parties. The committee will study tall wood construction and may develop code changes to be submitted for the 2021 International Building Code. Tall wood is an industry term to identify the use of cross laminated timber (CLT) and other heavy timber manufactured wood products in building heights greater than six stories.
“Other nations have already seen the benefits of tall wood construction – from the low carbon footprint, ease of construction and reduced construction time.
“Wood products are made from renewable resources found abundantly in North America. AWC petitioned ICC for creation of the committee to research the building science of tall wood buildings, and are pleased that it is moving forward. This is an important step toward the advancement of tall wood in the United States, a carbon-sequestering alternative in construction.”

We get so excited about Cross-Laminated Timber (CLT), the fancy plywood on steroids that we talk so much about on TreeHugger. But in fact, there is a much older technology for building with wood, that warehouses and factories were built out of 150 years ago with a fancy new name: Nail-Laminated Timber, or NLT. It used to be known as heavy timber or mill decking and is drop-dead simple: you just nail a pile of lumber together and voila.
Lucas Epp of Structurecraft stunned the audience in a presentation at the Wood Solutions Fair in Toronto, showing extraordinary projects built out of the stuff. Because while CLT is great stuff, it’s pretty new in North America, it’s expensive, and it’s not fully understood by the building inspectors. Whereas if you are doing a simple span, NLT does the job just fine, it’s a lot cheaper, can be made by anyone with a hammer and has been in the building codes forever.
It’s now being used in a 210,000 square foot, seven story office building in Minneapolis, where the developer, Hines, wanted “the warmth of wood and the embrace of green construction techniques and materials” to attract the tech and creative sector of the market. It also goes together much faster than a conventional steel or concrete building.
Heavy timber office and warehouse construction fell out of favor early in the 20th century after major fires in a number of cities caused the switch to concrete and steel noncombustible construction. The development of effective sprinklers has reduced that risk, and concerns about the carbon footprint of concrete have made renewable wood look a lot more attractive.

Last November, the Hines development company unveiled plans for a new office building in the North Loop section of Minneapolis. Seems like ordinary news, except that the building would be the first of its kind in the U.S to be made primarily of wood. The builders refer to the project as “T3” for “Timber, Technology and Transit.”
“This building is very unique,” the lead architect, Michael Green, told the Minneapolis Heritage Preservation Commission earlier this month. “It is the first large-scale office building built of timber in America. It is part of a revitalization of century-old ideas of how to build buildings.”
At the federal level, the U.S. is encouraging the use of sustainable wood products in building. The MinnPost reports that Green says that wood grown sustainably has a smaller carbon footprint than concrete and steel. If this seven-story building were to go forward, it would include a foundation and a first floor made of concrete and steel and six stories of mass timber construction.
As Next City columnist Alexis Stephens reported in “Can Taller Buildings Make Toronto More Affordable?,” the province of Ontario recently relaxed height restrictions on wood-frame construction to encourage residential density.
In Minneapolis, the MinnPost notes, the city has been flexible. Dan Callahan, supervisor of the city of Minneapolis’ plan review section, said he has had several meetings with the T3 team to talk through building code issues. The building would fit under code sections for heavy timber buildings. Callahan said he expects further meetings to get more information and to present the design team with other issues the city has before a formal permit application is received.

Oregon State University has begun an initiative to build a $60 million complex to accelerate its forestry education programs and research on advanced wood products at Corvallis, Ore. The Oregon Forest Science Complex will encompass renovation of existing OSU campus facilities as well as new construction; showcase innovative uses of wood in building design; and allow the College of Forestry to help meet the world’s growing demand for energy efficient, tall buildings made from sustainable building products.
The project includes a $30 million fundraising goal. Once philanthropic commitments are secured, OSU will seek matching bonds from the state. Bonding for the project was included in the governor’s capital budget for consideration in the upcoming legislative session.
The initiative was announced in Portland at the Oregon Leadership Summit of the Oregon Business Plan by Thomas Maness, the Cheryl Ramberg Ford and Allyn C. Ford Dean of the College of Forestry.
“We are excited about leading a new national effort to advance the science and technology necessary to primarily use wood in the construction of 5- to 20-story buildings,” Maness says. “Developing these new, competitively priced, environmentally friendly products will not only increase the value of Oregon’s natural resources, but also grow jobs in our rural communities, with substantial benefits for our state.”
Seeking new methods to reduce the carbon footprint of high-rise construction, architects and engineers from Austria to Canada, Norway and New Zealand have begun constructing buildings with exceptionally strong wood products. This cross-laminated timber is made of strips of wood glued together across the grain, and panels can be more than 1 foot thick and 80 feet long.
