Washington OK’s Mass Timber Construction For State Building Codes

Washington State legislators changed building codes in new legislation, a move expected to increase in the use of mass timber products in commercial and residential construction.

The Washington Forest Protection Association says the move will boost business for rural communities and forest landowners and will lead to an increase in the use of mass timber products in commercial and residential construction.

Mass timber products like cross-laminated timber (CLT) have been on the upswing in Washington in recent years, with Vaagen Brothers Lumber of Colville. Wash., and Katerra, a California company both announcing CLT factories in Eastern Washington. The material is increasingly being used in buildings around the state, according to the Washington Forest Products Association.

For Katerra, founded in 2015, CLT is an element in a broader strategy for resetting the building and construction industry. The company announced $865 million Series D funding round led by the SoftBank Vision Fund to fund its new plant in Washington, and it has already accumulated more than $1.3 billion in bookings for new construction, spanning the multi-family, student and senior housing, and hospitality sectors. It already has a fully operational manufacturing facility in Phoenix.

“The $12 trillion construction industry is extremely fragmented with tens of thousands of companies using minimal levels of technology. While labor-productivity growth has skyrocketed in the overall global economy, the construction industry has averaged only 1% annual productivity growth over the past two decades,” said Jeffrey Housenbold, managing partner for SoftBank Investment Advisers. New investors in Katerra’s latest the round include the Canada Pension Plan Investment Board (CPPIB), a private investment fund managed by Soros Fund Management LLC, Tavistock Group, Navitas Capital, DivcoWest, and others.

Canada Won’t Back Down, Vows To Resist U.S. Softwood Duties

Canada is in the appeals stage of its softwood lumber dispute after the U.S. Department of Commerce imposed final duties earlier this month.

“The Government of Canada will continue to vigorously defend our industry and its workers against protectionist trade practices,” Minister of Foreign Affairs Chrystia Freeland said in a statement. “U.S. duties on Canadian softwood lumber are unfair, unwarranted and troubling.”

“They are harmful to Canada’s lumber producers, workers, and communities, and they add to the cost of home building, renovations and other projects for American middle-class families,” Freeland said.

But despite duties, with record-high lumber prices and urgent demand from U.S. builders, Canadian lumber firms haven’t had to lay off staff or cut production at all. Canada’s softwood lumber exports to the U.S. have declined 8 percent since the duties were imposed, but because the wood itself is worth more, the industry hasn’t suffered.

VP of international trade and transportation for the Forest Products Association of Canada Joel Neuheimer said the higher price of wood and the insatiable demand from U.S. builders is helping keep the duties from pushing companies to lay off staff, cut production or even close down.

Learning From Europe And Canada’s Timber Building Industry

 

If the steady stream of newly announced mass wood projects is any indication, mass timber building technologies are poised to take the American construction and design industries by storm over the next few years. As products like cross-laminated timber (CLT), nail-laminated timber (NLT), glue-laminated timber (glulam), and dowel-laminated timber (DLT) begin to make their way into widespread use, designers, engineers, and builders alike are searching for the best—and sometimes, most extreme—applications for mass timber technologies. But rather than reinvent the wheel, American designers can look to experienced mass timber designers in Europe and Canada for key lessons as they begin to test the limits of these materials in the United States.

European and Canadian architects and researchers have long been at the forefront of mass timber design, starting with early experiments in the 1970s. By the 1990s, researchers like Julius K. Natterer at the Federal Institute of Technology in Lausanne, Switzerland, were developing initial CLT prototypes. Natterer’s work has been buttressed by that of many others, including research performed at the Norwegian Institute of Wood Technology under Thomas Orskaug and experiments conducted at the Technical University of Munich under Stefan Winter.

One key lesson European timber projects teach is that when it comes to structural systems, weight matters. On average, mass timber assemblies weigh between one-third and one-fifth as much as concrete structures, despite equivalent structural capacities. As a result, mass timber buildings are much lighter than concrete ones, a positive for building in tricky urban situations, for example—where underground rail yards, subway tunnels, and municipal utilities place limits on how heavy and tall buildings can be.

London-based Waugh Thistleton Architects (WTA), for example, recently completed work on Dalston Lane, a 121-unit CLT midrise complex located above a tunnel serving the Eurostar train line in the city’s Hackney neighborhood.

For the project, the architects worked with timber-engineering specialists Ramboll to develop a stepped tower cluster rising between five and ten stories tall. CLT panels are used for the external, party, and core walls of the building, as well as the stairs and the building’s floors. The variegated massing is due directly to the architect’s use of CLT construction, which resulted in a lighter building that allowed the designers to build taller without more extensive foundations. The resulting building, with its staggered massing, better maximizes daylight infiltration into apartment units. The added height allowed the architects to add 50 more units to the project than originally permitted, a testament to just how light CLT can be.

ITC Ruling: Canadian Lumber Subsidies Harmed U.S. Producers

The United States International Trade Commission (ITC) ruled that the U.S. lumber industry is materially injured by Canadian government subsidies of their softwood lumber industry.

Voting 4-0 in favor of the U.S. lumber industry, the ITC ruling follows a U.S. Department of Commerce determination that imports of softwood lumber from Canada are sold in the United States at less than fair value and subsidized by the government of Canada. The antidumping and countervailing duties on imports of Canadian softwood lumber products have been collected pending the final demermination of the ITC.

“The U.S. Lumber Coalition fully supports the enforcement of America’s trade laws. The evidence presented to the ITC was clear – the massive subsidies that the Canadian government provides to its lumber industry and the dumping of lumber products into the U.S. market by Canadian companies cause real harm to U.S. producers and workers,” said U.S. Lumber Coalition Co-Chair and Co-President of Pleasant River Lumber Company, Jason Brochu.

“Now, with a level playing field, the U.S. lumber industry, and the 350,000 hardworking men and women who support it, can have the chance to compete fairly.” Pleasant River stamps each board with a Made in USA label at its Sanford, Maine sawmill.

Under the Trump Administration, the Department of Commerce, which operates the International Trade  Commission, has been ratcheting up pressure on U.S. trading partners over what it sees as subsidies across several industries, beginning the forest products sector. Last week China was hit with a formal determination by the ITC that it subsidized plywood exports to the U.S., effectively dumping low-priced plywood to the detriment of the domestic manufacturers. The Department of Commerce is expected to pursue solar panel manufacturers in China in coming weeks.

Canada’s Norbord Begins Logging Burned Wood After Wildfire

Norbord is buying up wood burned by the Gustafsen wildfire. A local logging contractor, Rod Dillman, is the first to begin harvesting in the Gustafsen fire area, says Mike Kennedy, Woodlands Manager with Norbord in an email. He adds that there are some unique challenges logging burned wood.

“According to Rod, a primary challenge in logging the burned wood is the increased maintenance needed on his machines. There is a lot of ash dust which, even more than ‘normal’ dirt, tends to stick to surfaces and must be washed off rather than just wiped. It also makes it necessary to change air filters more frequently. Finally, carbon in the ash is hard on the knives used in the harvesting equipment. Rod also states that they are learning as they go, as this is the first time he has operated in such a large area of scorched timber.”

Kennedy says that luckily there are a few things that have moderated the effect of the fires on the trees, meaning most of the wood is still intact underneath the bark. “Certain species, for example, Douglas-fir with its thick bark, have evolved to withstand the effects of fire, which is a common natural event in the areas where it grows. Fire intensity was not uniform across the landscape, so in many places, trees were scorched on the bark only with minimal damage to the underlying wood. Entire trees are not necessarily affected, with more damage occurring in the bottom portion. It is often possible to buck this out with log processors at the roadside. Processing pressure can be increased to remove most of the severely burned bark or wood.”

They take pride in their adaptability to make the most of the fiber available and are very experienced using dry pine beetle killed wood, he says. “Norbord maintains the highest quality standards for our products and these standards are ensured through third-party certification by APA – The Engineered Wood Association. We have been able to use burned wood in the past.”
